The novel's title was about the Alliance but the story isn't. It was disappointing if I'll be honest here. There was also a lack of background on other things, like the Collector and the pocket dimension. More than half the novel was about the rescue from this but it was lacking depth.
Also, what happened to the only one known to have escaped the pocket dimension? Why didn't any of the characters remembered that bit of information, surely those left behind learned of it, especially that faction that wants to go home?
The previous novels were excellent. This one felt rushed or compressed. Too many ideas or stories to tell jam-packed into one novel, ending up being cut here and there. The powerstones storyline is fine, that's for the next book. But the Alliance plot barely started yet the title is about it.

One last thing. Stars don't shine without a thick atmosphere between the naked eyes/cameras and the light from the stars, like in space.
Despite all that, I still give this 4 out of 5 stars. It's that good.

Chicken or egg? Multiverse or Atlantis?
A great ending for this section of the multiverse in the "Ones Before Multverse/World". Although this book is a sequel, it actually is standalone what with all the repetitions of the exact dialogues in the previous books. There were also typos and name mixed ups but can be considered clerical errors.
So, chicken or egg? No matter which school of thought we look at it, be it religious, logical, creation, evolution, and/or science, the answer is chicken came first. In the same way that the multiverse came first not Atlantis. In other words, there were already timelines. I believe this will be revealed in Book 10 of the Time Patrol series, which is in a different section of the multiverse.
